Dated 1932 33 at lower right, it's a weaving sample done by a student at the weaving school that was part of the Societe Industrielle de Saint Quentin (in Aisne, in northern France), a city known for its weaving. At lower center is the weaving draft (pattern), with the sample of the half quilted diamond pique
