Victorian I believe, with the handle thickly painted black, sapphire blue velvet just above the ferrule, and soft, pale blonde horsehair bristles with crimson stitching across them. The shape of the handle would make it easy to tie a ribbon around the end and hang it from the wall. 7" long x 3" wide. The handle alone is 4
